Parker 400 Exhibitors (Downtown & CRIT Start/Finish Line)

Welcome Exhibitors and Vendors to the 50th Anniversary of the legendary Parker 400! Our goal is to put you and your businesses in front of the thousands of off-road enthusiasts that attend this race each year and ensure you have a prosperous and safe experience.

Parker 400 Vendor and Exhibitor Rules and Regulations

Failure to comply with these rules and regulations may result in termination of your exhibiting/vendor privileges and you may be denied access to OR asked to leave the Premises without a refund (in whole or part). If any of the rules or regulations listed here are deemed invalid due to local, state or federal law, the remainder of the Rules shall in no way be affected.

Exhibitor/Vendor acknowledges that as a condition of entering the Parker 400 Event, information regarding Exhibitor/Vendor’s name, address, telephone number, and business name and address will be considered public and available for dissemination at The Parker 400’s sole discretion for the purpose of reporting to the Arizona Department of Revenue, Town of Parker and Colorado River Indian Tribes.

  1. All Vendors must pay Arizona State and CRIT taxes when applicable. Vendors are responsible for filing for an Arizona TPT account and paying taxes directly to the State. If you sell products or services on Colorado River Indian Tribal lands you must file a tax return and report your income within 30 days of the close of the event. 
  2. Your Exhibitor/Vendor space may not be sold or transferred to another company or person.
  3. You may not sublet, lease, rent, or allow another company or Exhibitor/Vendor to utilize your designated Exhibitor space. No exceptions. 
  4. The Parker 400 “Downtown Experience” and Off-Road Festival is booked on a first-come first-served basis. We try our best to fulfill all requests, but we cannot guarantee exact placement due to the layout (curbs, fire hydrants, handicapped parking spaces) and city codes.
  5. Payment must be made in full, using our online payment system. All Parker 400 Exhibitor/Vendor Event applications are subject to approval. We reserve the right to deny any exhibitor/Vendor application for any reason.
  6. If your footprint requirements change after you book with us please contact us right away to update your layout. Increasing your footprint may result in additional charges. Changes to your layout, resulting in a larger footprint, are not generally permitted the day of the event.
  7. For refunds or cancellation please contact us via email. Please note, The Parker 400 does not issue cash refunds, rain checks, credits, wire transfers, coupons, or refunds of any kind during the Event.
  8. Exhibitors are required to check-in with Parker 400 staff and load-in at their scheduled times. Failure to show up at the correct time & location may result in the loss of your Exhibitor/Vendor spot.  
  9. Regardless of your assigned space, Exhibitors/Vendors must not block fire hydrants, the flow of pedestrians on sidewalks, wheelchair access to cross the streets and/or use of handicapped ramps.
  10. Exhibitors/Vendors are prohibited from distributing or selling fireworks, firearms, weapons of any kind, materials of adult nature, marijuana, tobacco, vape juice or vape pens, or any items prohibited by state and local law. 
  11. Prepared food, drinks and alcoholic beverages must be approved prior to the event and those vendors must have state approved food handlers licenses and pass onsite inspections. 
  12. All Exhibitors and Vendors must have a working fire extinguisher in their booth space at all times, regardless of whether you are using electrical power, or other combustible products.
  13. Open fires are not permitted. No BBQ’s - gas or charcoal - no propane heaters, no open flames.
  14. Exhibitors/Vendors are permitted to use portable generator power 3k and less, provided they have a “quiet mode” and do not expel excess fumes. Semi trucks w/ onboard generator power are permitted.
  15. Exhibitors/Vendors are responsible for keeping their area clean from trash during the Event and leaving the Premises clean prior to load-out. There are multiple dumpsters available for trash deposit. Exhibitors/Vendors that leave trash behind will be charged a $500 cleanup fee.
  16. The Parker 400 Off-Road Festival Code of Conduct. Exhibitors/Vendors shall at all times dress, act, display, and engage with the public and other Exhibitors/Vendors in a professional manner. Any Exhibitor/Vendor that uses lewd, or offensive language, threatens physical violence, accosts or harasses the public or other Exhibitors/Vendors, or is drunk and/or disorderly shall be removed from the Event and Premises.
  17. Vending at the Parker 400 Off Road Festival does not include “Official Parker 400 Sponsor” or “Official Parker 400 Partner” designation. Contact us directly if you wish to be an official sponsor or partner of the Parker 400.
  18. “The Parker 400™” is a registered trademark of The Parker 400 Inc. You are welcome to use our logo to promote your attendance and booth location at the Event on social media and in print. However please contact us PRIOR to using our logo on anything promotional or that is for sale. Use of the Parker 400 name or logo without a proper license is strictly forbidden.
  19. In an effort to protect Official Parker 400 licensed clothing, Exhibitors/Vendors are prohibited from selling t-shirts or sweatshirts for less than $25.00.
  20. Please keep your pets leashed at all times and pick up after them. The Town of Parker and CRIT require all pet owners to be in control of their animals at all times. 

This flowchart is designed to inform you of the various permits, licenses and procedures we must follow to both exhibit and sell products and services in the town of Parker, State of Arizona, and on Colorado River Indian Tribal land.

Please review the following information closely as we do require you to follow these simple directions prior to arriving at the Downtown Experience and CRIT Gauntlet Start/Finish area. Dates and Locations of Parker 400 Exhibiting and Vending:

The Parker Downtown Experience:

Dates: Thursday, January 11th

Hours of Operation: 8am - 5pm

Location: West Arizona Avenue, between South Laguna Avenue and South California Avenue (Hwy 95)

The Parker 400 CRIT Gauntlet Start/Finish Event Area:

Dates: Thursday January 11th, (optional) Friday January 12th, and Saturday January 13th

Hours of Operation: 7am - 10pm

Location: 2100 Mutahar St, Parker, AZ 85344

These are the only two approved locations for exhibiting or vending at our event.

There is no exhibiting or vending at the BlueWater Hotel/Casino or in spectator areas.

ALL Exhibitors and Vendors Checklist:

Step 1: Register with The Parker 400

All exhibitors and vendors must register with us. Complete the registration process no later than January 5th, 2024 to allow us time to place you. You may select to be present at the Downtown Experience, the CRIT Gauntlet, or both. Please do this first.

Step 2: Insurance

You must have insurance coverage to be an exhibitor or vendor at any/all of our events.

Parker 400 Insurance Requirements

Carrying comprehensive insurance coverage is not just a prudent business practice, but a mandatory requirement set forth by multiple governing bodies. This insurance is essential to protect against various liabilities and unforeseen incidents that may occur during the event. The Town of Parker, The Colorado River Indian Tribes, and BLM, all stipulate this requirement as a means to ensure a safe and legally compliant environment for everyone involved. Such coverage not only safeguards the interests of the vendors and exhibitors themselves but also serves as a protective measure for the event organizers and the local community. 

We deeply appreciate your participation in this event and are committed to ensuring you have a safe and prosperous vending and exhibiting experience. Adherence to these insurance requirements is fundamental in promoting a responsible, secure, and successful event, reflecting our commitment to excellence and safety in every aspect of The Parker 400. Exhibitor/Sellers Insurance Requirements:

All exhibitors must provide a certificate of commercial general liability insurance, naming “The Arizona Race Corp” as Additionally Insured.

The certificate of insurance must read exactly:

It must include commercial auto liability coverage on this certificate if you’ll be parking a vehicle on the premises, such as a semi truck or trailer.

It must also include workers compensation insurance if you have any employees working at the event.

Required limits and endorsements are as follows: 

Commercial General Liability Coverage:

No less than $1,000,000 per occurrence and $2,000,000 aggregate. Must be primary and noncontributory, with a waiver of subrogation in favor of the certificate holder.

Commercial Auto:

No less than a $1,000,000 combined single limit.

Workers Compensation Insurance:

Statutory limits of $1,000,000.

Hold Harmless Statement:

All Exhibitors and Vendors agree to indemnify, defend, and hold harmless The Arizona Race Corp., the Town of Parker, the Colorado River Indian Tribes, the Bureau of Land Management and their agents, directors, officers, and employees, from and against any and all claims of third parties, arising out of, or in any way connected with their use of the provided exhibition or vending space including damages for bodily injury, death or personal injury, theft or property damage, arising in the course of Exhibitors/Vendors use of the Premises. Exhibitor/Vendor assumes all risk of damage to property or injury to persons in or about the Premises arising from any cause, and Exhibitor/Vendor hereby waives all claims in respect thereof against The Arizona Race Corp. DBA “The Parker 400” and its agents, directors, officers, employees, and event sponsors.

Please email the certificate to josh@unlimitedoffroadracing.com for approval. If you are exhibiting only, (you are not selling products or services or prepared food), this is all you need to do. Your registration is complete and we will contact you about placement.

If you are a food vendor serving prepared meals at either location please be sure to read through Step 5 and Step 8.

There are additional steps you need to take to be compliant with food service laws.

Parker Downtown Experience (Tech and Contingency) Vendor Checklist:

Step 3: Town of Parker Business Permit

If you are a vendor selling products or services at the Downtown Parker Experience you need to complete a Town of Parker One-Day Vendor Permit Application. The cost for the application and permit is $10.

Fill this out and mail it to the following address, along with a $10 check made out to “Town of Parker”.

You must complete this PRIOR to arriving for placement and you will be asked to show proof of this permit to be placed.

If you are selling prepared food proceed to the next step, otherwise proceed to Step 6.

Step 4: Food Handlers Cards and La Paz County and Arizona State Food Sellers Permits

In the State of Arizona and La Paz County Food Handler cards are required for every person who handles or prepares food, and/or handles the food utensils and equipment, including dish washing. The cost is $15.00 per year and the card must be posted inside the food unit. Please visit the La Paz County Health Department website for details on obtaining these cards for your staff.

Note that you do not need a food handlers card or food sellers permit to sell packaged foods.

All food vendors are responsible for acquiring the proper permits and passing inspections according to state and county regulations. Refunds will not be given for vendors who fail to comply with state and country healthy requirements or fail inspections.

Step 5: State Sales Taxes

All vendors are responsible for paying Arizona state sales tax. We do not collect taxes or pay them on your behalf.

If you are an Arizona state based business (either with a physical location or not) - you will report and pay your taxes as normal.

If you are an out-of-state seller with no physical presence in Arizona, you need to do the following:

  1. Go to AZtaxes.gov
  2. Under the “Businesses” section, click “Enroll to File and Pay Online
  3. Create an account
  4. Register new business, and not as a remote seller
  5. Request a seasonal TPT (Transactional Privilege Tax) and list the dates 1/11/24 - 1/14/24
  6. File your taxes within 30 days, or before the end of February.

This process takes 24 hours and you will be mailed a hard copy of your TPT. If it doesn't arrive by early January call the ADOR office and they will email you a copy to have onsite.

If you are a vendor selling products and services at the CRIT Gauntlet, proceed to the next step.

CRIT Start/Finish Line Gauntlet Vendor Checklist:

Step 6: CRIT Business Permit

If you are a vendor selling products or services (including prepared food) at the Parker 400 CRIT Gauntlet, (Start/Finish Event Area) you need to complete a CRIT Temporary (4-day) Vendor Permit Application. The cost is $50.

Fill this out and email it to taxinfo@crit-nsn.gov, and make your $50 payment by phone (928) 575-1532 (credit card) OR mail to CRIT Department Of Revenue 26600 Mohave Road Parker, Arizona 85344.

You must complete this PRIOR to arriving for placement and you will be asked to show proof of this license to be placed.

If you are serving prepared food on CRIT land, such as a food truck, proceed to Step 7. Otherwise proceed to Step 8.

Step 7: CRIT Food Handlers Permit (If selling prepared food)

If you are a vendor selling prepared food at The Parker 400 CRIT Gauntlet, (Start/Finish Event Area) you need to complete a CRIT Temporary Food Service Establishment Permit Application. The cost is $10.

Fill this out and mail it to the following address, along with a $10 check or money order.

Two Important Notes:

  1. You must have a valid Food Handlers Card.
  2. You must pass an onsite inspection prior to beginning sales of food to the public!

All Food handlers must have a Valid Food Handlers Card. CRIT DHSS wil honor any FHC issued by another city, county, or organization until its expiration, provided that requirements to obtain such card were equal or greater than those set forth in the CRIT Health and Safety Code. If you do not have a valid food handlers card, IHS Office of Environmental Health conducts a training. Contact Zachary Hargis, Environmental Health Officer at (928) 669-3179 to request to attend the next training.

Your establishment must pass inspection. The I.H.S. Health Inspector will submit the inspection report to the Department of Health Services. The FSEP (permit) will be issued to you once your establishment has met the requirements of the inspection.

It is very important that you schedule this inspection no later than Wednesday, January 10th in order to begin sales to the public on Thursday during qualifying racing. If you have any questions or concerns regarding your inspection the Office of Environmental Health & Engineering - Indian Health Services can be contacted at (928) 669-3179.

Step 8: CRIT Taxes

All vendors who sell products and services on CRIT land must pay taxes. The general sales tax rate is 2%. After the event you need to complete a CRIT Form TR-1 Tax Return and submit it by January 31st.

All vendors are responsible for paying CRIT sales tax. We do not collect taxes or pay them on your behalf.
